Purpose

 

Removes the cap on the length of employment for international teachers and professors in Arizona.

 

Background

 

The Arizona Board of Regents (ABOR) and school district governing boards may enter into agreements with any foreign country, state, territory or possession of the United States for the exchange and employment of teachers and professors who hold an Arizona teaching certificate or equivalent qualifications (A.R.S. § 15-131). Statute requires the State Board of Education (SBE) to issue temporary certificates valid for one year to teachers and professors who satisfy the standards (A.R.S. § 15-132). The period may be extended to two years with the consent of ABOR or the school district governing board and the two exchange teachers concerned (A.R.S. § 15-133).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Removes the cap on the length of employment for international teachers and professors in Arizona.

 

2.      Replaces the term exchange teacher with international teacher in this section.

 

3.      Makes technical changes.

 

4.      Becomes effective on the general effective date.
