veterinary faculty members; licensure requirements

 

Purpose

 

Exempts a veterinary faculty member from various licensing requirements.

 

Background

 

The Arizona State Veterinary Medical Examining Board (Board) was established with the purpose of protecting the public from unlawful, incompetent, unqualified, impaired or unprofessional veterinary medicine practitioners. The Board licenses and regulates veterinarians, veterinary faculty members, veterinary medical premises and crematories (A.R.S. § 32-2207).

 

A licensed veterinary faculty member is an individual who is licensed to practice veterinary medicine as an employee of a veterinary college in Arizona (A.R.S. § 32-2201). Current statute requires an applicant for a veterinary faculty member license to: 1) be of good moral character; 2) be a graduate of an American Veterinary Medical Association (AVMA) accredited veterinary college or hold a certificate issued by various Board-approved entities; and 3) provide authorized documentation from a veterinary college showing that the applicant has been appointed to the faculty of the veterinary college (A.R.S. §§  32-2213 and 32-2215).

 

Statute requires an applicant for a license to practice veterinary medicine to satisfactorily pass an examination given by the Board. An applicant for a veterinary faculty member license is exempt from passing the Board-issued examination (A.R.S. § 32-2215).

 

            An emergency temporary permit is a temporary permit that is issued to a veterinarian that is licensed in another state who enters Arizona to provide voluntary services during a state of emergency declared by the Governor or a local emergency declared by a county board of supervisors. Current statute requires an applicant for all temporary permits to: 1) be a graduate of an AVMA accredited veterinary college; 2) hold a certificate from the Educational Commission for Foreign Veterinary Graduates (ECFVG); or 3) hold a certificate from the Program for the Assessment of Veterinary Education Equivalence (PAVE) (A.R.S. § 32-2216).

 

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Exempts an applicant for a veterinary faculty member license who has graduated from a veterinary college from the requirement to:

a)      have graduated from an AVMA accredited veterinary college; and

b)      hold a certificate issued by various Board-approved entities.

2.      Exempts an applicant for an emergency temporary permit, if the applicant is a veterinary faculty member that has graduated from a veterinary college, from the requirement to:

a)      have graduated from an AVMA accredited veterinary college; and

b)      hold a certificate issued by various Board-approved entities.

 

3.      Requires an applicant for a license to practice veterinary medicine to pass a Board-approved state examination and the NAVLE, rather than just one Board-issued examination.

 

4.      Stipulates that a veterinary faculty member who is employed by an AVMA accredited veterinary college is subject to all veterinary faculty member license requirements.

 

5.      Makes technical and conforming changes.

 

6.      Becomes effective on the general effective date.
