FACT SHEET FOR H.B. 2270

 

appropriations; DPS; remote housing

 

Purpose

 

Appropriates $2,000,000 from the Capital Outlay Stabilization Fund (COSF) and the state General Fund (GF) in FYs 2019 through 2021 to the Department of Public Safety (DPS) for remote housing.

 

Background

 

According to the Department of Administration (ADOA), DPS provides modular housing units to Highway Patrol officers who are stationed in remote areas. As of FY 2017, DPS has 60 remote housing units across the state that span in age from 8 years to more than 50 years. ADOA estimates that remote housing units have a useful life of 20 to 25 years, with approximately three units requiring replacement each year (ADOA Capital Improvement Plan). The replacement value of remote housing units ranges from $85,309 to $194,405 (FY 2017 ADOA Building Systems Inventory).

 

The COSF funds maintenance, utilities, construction and administrative costs for state-owned buildings. The COSF generates revenue from rental and tenant improvement charges to agencies occupying ADOA-owned buildings. JLBC estimates that the COSF will have a FY 2018 year-end balance of $7,215,900 (FY 2019 JLBC Baseline).

 

H.B. 2270 appropriates $100,000 from the state GF and $1,900,000 from the COSF each year from FY 2019 to FY 2021.

 

Provisions

 

1.      Appropriates to DPS, in FYs 2019, 2020 and 2021, for remote housing:

a)      $100,000 from the state GF; and

b)      $1,900,000 from the COSF.

 

2.      Exempts the appropriation from lapsing.

 

3.      Becomes effective on the general effective date.
