FACT SHEET FOR H.B. 2509

 

Lees Ferry bell; governmental mall.

 

Purpose

 

Establishes a Lees Ferry bell monument in the Governmental Mall.

 

Background

 

A monument or memorial may only be located in the Governmental Mall when first authorized by the Legislature. Statute prescribes the procedures to establish the monument or memorial as follows: 1) the proponents must submit a concept for the design, dimensions and location of the memorial to Arizona Department of Administration (ADOA); 2) ADOA reviews and determines the most appropriate location; 3) ADOA submits its review and recommendations to the Legislative Governmental Mall Commission (LGMC); and 4) the LGMC, in consultation with ADOA, approves the final design, dimensions, location, maintenance requirements and the minimum dollar amount required for deposit. Any approved monument or memorial must be completed and dedicated within two years after the effective date of the authorizing legislative act (A.R.S. § 41-1363).

 

The LGMC consists of 10 members and is required to review all planning activities within the Governmental Mall boundaries (A.R.S. § 41-1361). The Governmental Mall is comprised of the area with a western boundary of 19th Avenue, a northern boundary of all lots abutting Van Buren Street, an eastern boundary of 7th Avenue and a southern boundary of the Harrison Street alignment (A.R.S. § 41-1362).

 

Public monies are not authorized to be used for the costs of creating and developing a memorial. All fund raising and contracts for artistic design and construction of the memorial are the sole responsibility of the memorial’s proponents (A.R.S. § 41-1363).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Authorizes ADOA to provide for the placement of a Lees Ferry bell monument in the Governmental Mall.

 

2.      Requires all contracts and fund raising for artistic design and construction to be the responsibility of the proponents.

 

3.      Repeals this authority on October 1, 2021.

 

4.      Becomes effective on the general effective date.
