Purpose
Requires cities and towns to post a crime and emergency services summary (summary) on their websites with outlined information.
Background
Established in 1929, the Uniform Crime Reporting Program (UCR) provides uniform crime statistics from across the nation. The Federal Bureau of Investigation collects, publishes and archives those statistics received from over 18,000 city, university/college, county, state, tribal and federal law enforcement agencies who voluntarily participate in the program (Arizona Department of Public Safety).
Statute requires the Arizona Department of Public Safety (DPS) to collect information regarding the number and nature of offenses committed in the state, the legal steps taken in connection with those offenses, and any other information useful in the study of crime and the administration of criminal justice to operate the statewide uniform crime reporting system and to cooperate with the federal UCR (A.R.S. § 41-1750).
The NFPA 1710 is a standard developed by the National Fire Protection Association (NFPA) pertaining to the personnel deployment and response times to fires and medical emergencies. NFPA standards are widely adopted and used as a basis for safety regulation by government agencies, as well as for private use and guidance by insurance companies, industry, and professionals and others in the areas of fire, electrical, building and life safety (NFPA Standards Development Process).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires each city or town to post a monthly summary on its website, within 30 days after the preceding month.
2. Requires the summary to include the following:
a) all crime statistics pursuant to the federal UCR standards or their equivalent;
b) information relating to any police department:
i. the average call-to-dispatch, dispatch-to-arrival and total response times by precinct for the previous year, the current year to date and each month of the previous and the current year;
ii. the total number of patrol officers, investigators and other officers by precinct;
iii. the total number of arrests for felonies, misdemeanors and violent crimes by precinct for the previous year, the current year to date and each month of the previous and the current year; and
iv. the total number of each priority one, priority two and priority three calls by precinct for the previous year, the current year to date and each month of the previous and the current year;
c) information relating to any fire department:
i. the total number of service calls per fire department, for each of the previous five years and the current year to date;
ii. the total number of responses per unit, for the previous month and the previous year; and
iii. the average total response times per unit for the previous year, the current year to date and each month of the previous and the current year;
d) information relating to any municipal emergency medical services:
i. the total number of responses per division or department, for each of the previous five years and the current year to date; and
ii. the average total response times per unit for the previous year, the current year to date and each month of the previous and the current year;
e) information relating to emergency personnel:
i. the total number of sworn firefighters and emergency medical services division members per department; and
ii. the total number of sworn firefighters per each 1,000 citizens in the city or town.
3. Defines NFPA 1710.
4. Becomes effective on the general effective date.
