Purpose
Appropriates $7,650,000 from the state General Fund (GF) in each fiscal year to the Arizona Department of Administration (ADOA) for essential county services.
Background
According to the Joint Legislative Budget Committee (JLBC), the 2019 Baseline includes an ongoing distribution of $6,000,500 from the GF to ADOA for maintenance of county services. Each county with a population less than 200,000 persons will be allocated $550,050, with Graham County receiving an additional $500,050. Maricopa, Mohave, Pima, Pinal and Yavapai counties are excluded from the distribution.
The FY 2018 General Appropriation Act appropriated $1,650,150 in one time GF monies to ADOA for assistance to Mohave, Pinal and Yavapai Counties. These counties each received $550,050 (JLBC FY 2019 Baseline).
H.B. 2588 appropriates $7,650,000 from the state GF in each fiscal year for essential county services.
Provisions
1. Appropriates $7,650,000 from the state GF in each fiscal year to ADOA for essential county services.
2. Requires ADOA to distribute the monies equally to each county with a population of 500,000 persons or less.
3. Becomes effective on the general effective date.
