Purpose
Subject to voter approval, requires the legislative session to begin on the fourth Monday of January.
Background
The legislative session must commence on the second Monday of January of each year at the state capitol (Ariz. Const. art. 4, pt. 2, § 3). Statute requires the legislature to assemble at the seat of government at twelve o'clock noon (A.R.S. § 41-1101).
Rule 27 of the Senate and Rule 2 of the House of Representatives require regular sessions to be adjourned sine die no later than Saturday of the week in which the 100th day of each regular session falls unless the Speaker of the House of Representative or the President of the Senate authorizes an extension of session for a period of no more than seven additional days. Thereafter, the session can only be extended by a majority vote of the members present.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires the legislative session to commence on the fourth Monday instead of the second Monday of January of each year.
2. Makes technical changes.
3. Requires the Secretary of State to submit the resolution to the voters at the next general election.
4. Becomes effective if approved by the voters and on proclamation of the Governor.
