Purpose

 

Resolves that the members of the Legislature support ongoing efforts to develop policies to secure additional sources of water for Arizona.

 

Background

 

The Colorado River Basin Project Act (CRBPA) of 1968 authorized construction of water development projects, including the Central Arizona Project (CAP). The CAP provides conveyance and storage facilities to import a major portion of Arizona’s share of Colorado River water into the south-central part of Arizona.

 

In efforts to preserve Arizona's groundwater, the Legislature enacted the Ground Management Act (GMA) of 1980. The three primary goals of the GMA are to: 1) control severe overdraft; 2) provide a means to allocate groundwater effectively to meet the state's needs; and 3) augment groundwater. In 1986, the Ford Foundation recognized the GMA as one of the most innovative programs in state and local government.

 

The Arizona Water Banking Authority (AWBA) was established in 1996 to increase utilization of the state's Colorado River entitlement by storing unused Colorado River water for use in times of shortage.

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation
