Line 27, after the period insert "The secretary of state also shall review the level of voter participation in other states and shall provide that information to the public along with the secretary of state's findings regarding the methods used by other states for increasing voter participation and the secretary of state's recommendations for measures to increase voter participation in this state.

D.  The secretary of state shall calculate the relative level of voter participation in various candidate races that are voted at physical positions on a ballot that are lower than those physical positions and candidates that are located highest on a ballot.  Notwithstanding subsection B of this section, if the secretary of state determines that during even-numbered years, candidate races for city, charter city and town offices have a reduced level of voter participation, those cities, including charter cities, and towns are exempt from section 16-204."
