FLOOR AMENDMENT EXPLANATION
1. Adds emergency substitute and student teaching intern certificates to the list not requiring a bachelor’s degree and removes teaching intern certificates from that list.
2. Specifies that specialized teaching certificates in STEM do not require a bachelor’s degree.
3. Requires the Department of Education (ADE) to use any surplus monies appropriated for the College Credit by Examination Incentive Program (Incentive Program) to reimburse local education agencies for the transition to menu of assessments, if the amount of monies required for incentive bonuses in FY 2018 is less than the total amount of monies appropriated for the program in FY 2018.
4. Includes qualifying examinations for the Incentive Program in the assessment, data gathering and reporting system for pupil performance established by the State Board of Education.
5. Requires ADE to report to JLBC the amount of monies distributed in FY 2018 for the Incentive Program and the amount of surplus monies available for the transition to menu of assessments by June 30, 2018.
6. Makes a clarifying change to make the reading instruction requirement consistent with H.B. 2520.

If the department of education determines that the amount of monies required to fulfill each incentive bonus required pursuant to section 15‑249.06, Arizona Revised Statutes, for fiscal year 2017-2018 is less than the total amount of monies appropriated for the college credit by examination incentive program in fiscal year 2017-2018, the department of education shall use any surplus monies appropriated for the college credit by examination incentive program to reimburse local education agencies for the transition to menu of assessments pursuant to Laws 2018, chapter 262, section 6. The department shall report to the Joint Legislative Budget Committee on or before June 30, 2018, the amount of monies distributed in fiscal year 2017-2018 for the college credit incentive program and the amount of surplus monies that are available for this purpose."
