Page 1, after line 14, insert:
"Sec. 2. Title 48, chapter 22, article 1, Arizona Revised Statutes, is amended by adding section 48‑3713.04, to read:
48-3713.04. Annual report
A. Each year, the district shall prepare a report that discloses all of the following:
1. Complaints received by the district relating to services provided to contract holders.
2. Complaints received by the district relating to the district's relationship with other water providers.
3. Any other issues relating to the district of which the district is aware.
B. The district shall submit the report on or before December 31 of each year to the governor, the president of the senate, the speaker of the house of representatives, the members of the senate natural resources, energy and water committee, or its successor committee, and the members of the house of representatives energy, environment and natural resources committee, or its successor committee, and shall provide a copy of this report to the secretary of state."
