1.    Establishes the School Counselors and Social Workers fund consisting of legislative appropriations to be administered by the State Board of Education (SBE).

2.    Appropriates $5,000,000 from the general fund in FY19 to the fund.

3.    Instructs SBE to develop application procedures for school districts and charter schools to apply for grants from the fund and directs SBE to develop criteria for selecting grant recipients.

4.    Requires schools that receive grant monies from the fund to use monies to hire counselors or social workers.

Page 27, between lines 21 and 22, insert:

"Sec. 9.  Title 15, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 15-220, to read:

START_STATUTE15-220.  School counselors and social workers fund; grants; expenditures

A.  The school counselors and social workers fund is established consisting of legislative APPROPRIATIONS.  The state board of education shall administer the fund.  Monies in the fund are CONTINUOUSLY appropriated.

B.  The state board of education shall develop:

1.  Application procedures for school districts and charter schools to apply for grants from the fund.

2.  Criteria for the state board to select school districts and charter schools to be awarded grants from the fund.

C.  The state board of education shall distribute grants from the fund to selected school districts and charter schools.  School districts and charter schools that receive grants from the fund shall use those monies TO hire COUNSELORS or SOCIAL WORKERS.END_STATUTE"

Page 80, between lines 25 and 26, insert:

"Sec. 21.  Appropriation; school counselors and social workers fund

The sum of $5,000,000 is appropriated from the state general fund in fiscal year 2018-2019 to the school counselors and social workers fund established by section 15‑220, Arizona Revised Statutes, as added by this act, for awarding grants to selected school districts and charter schools."
