"Sec. 2.  Department of administration; licensing authorities;

audiovisual recording; study; report; delayed repeal; definition

A. The department of administration shall conduct a study evaluating the costs associated with providing for complete audiovisual recordings of all meetings of a licensing authority that issues a license pursuant to title 32, Arizona Revised Statutes. The study shall include the costs associated with purchasing equipment and software, posting the audiovisual recordings on the licensing authority's website, retaining the recordings online for three years and retaining the recordings online for five years. The study shall also include the costs and benefits of maintaining a single centralized website that provides all licensing authority live feeds and stored audiovisual recordings. The department may consult with any board, agency or industry group necessary to complete the study.

B.  The department of administration shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before October 1, 2018, and shall provide a copy of this report to the secretary of state.

C.  This section is repealed from and after September 30, 2019.

D.  For the purposes of this section, “licensing authority" means any agency, department, board or commission of this state that issues a license pursuant to title 32, Arizona Revised Statutes, except title 32, chapter 40, Arizona Revised Statutes, for the purposes of operating a business in this state to an individual who provides a service to any person.

Sec. 3.  Effective date

Section 32-4801, Arizona Revised Statutes, as added by this act, is effective from and after December 31, 2018."
