FLOOR AMENDMENT EXPLANATION
1. Reduces the school district's limit on desegregation expenses each fiscal year by 50 percent of the calculated opportunity index.
2. Allows the school district to apply the opportunity index to establish compliance with the court order or administrative agreement.
3. Allows the school district to continue to levy taxes, to establish compliance with the court order or administrative agreement, if state monies are not provided for the opportunity index in any fiscal year.

Line 45, after the period insert "The school district may apply this amount of the opportunity index to bring the school district into compliance with the court order or administrative agreement. If state monies are not provided for the opportunity index in any fiscal year, the school district may continue to levy taxes to bring the school district into compliance with the court order or administrative agreement pursuant to subsection L of this section."
