FLOOR AMENDMENT EXPLANATION
1. Maintains the status quo for mining and agricultural interests.
2. Ensures that statute is consistent with the Department of Revenue Property Tax Manual so that possessory improvements only apply when the possessor is not a government.
3. Ensures that possessory improvements are subject to delinquent taxes as real property.
