FLOOR
AMENDMENT EXPLANATION
1. Reinserts the
requirement that the FY 2018 appropriations from the Automation Projects Fund
lapse on June 30, 2019, rather than June 30, 2020.
2. Appropriates $750,000
from the state General Fund (GF) in FY 2020 to the Arizona Health Care Cost
Containment System (AHCCCS) for a onetime distribution to a nonprofit
organization with a network of community health centers in northern Arizona for
graduate medical education program expenses.
3. Exempts the FY 2019
appropriation of $500,000 to the Attorney General (AG) from the Risk Management
Revolving Fund for election litigation expenses from lapsing.
4. Appropriates $500,000
in FY 2019 from the expenditure authority to the Department of Economic
Security (DES) for assistance to developmental disabilities services providers
and outlines the distribution of the appropriation and exempts the
appropriation from lapsing.
5. Allows DES to spend $2
of the developmental disabilities Medicaid expenditure authority monies for
each $1 the City of Flagstaff provides and requires DES to distribute the
monies to developmental disabilities services providers that experience the
highest labor cost increases in the City of Flagstaff.
6. Requires DES to engage
stakeholders before implementing provider rate increases.
7. Appropriates $700,000
in FY 2019 from the state GF to the Secretary of State for operating costs.
8. Appropriates $200,000
in FY 2020 from the state GF to the Arizona Commission on the Arts to
distribute to a nonprofit professional theater company in Maricopa County that
has been in existence for at least 99 years to be used for capital costs.
9. Exempts the FY 2020
appropriation to the Arizona Commission on the Arts from lapsing and Joint
Committee on Capital Review review.
10. Appropriates $300,000 in FY 2020 from
the Consumer Protection-Consumer Fraud Revolving Fund to the AG to distribute
to organizations that provide resources and services to survivors of human
trafficking.
11. Appropriates $400,000 in FY 2020 from
the Consumer Protection-Consumer Fraud Revolving Fund to the AG to be
distributed to organizations that provide services and training to first
responders who experience effects of stress from traumatic incidents.
12. Appropriates $250,000 in FY 2020 from
the Consumer Protection-Consumer Fraud Revolving Fund to the AG to be
distributed to an organization that uses a multidisciplinary program that
assesses, nurtures and sustains young people within their environments and
requires the program to connect participating children with supportive adults.
13. Replaces the $300,000 appropriation in
FY 2020 for a trade office in Mexico City with a $500,000 appropriation in FY
2020 to operate the trade office in Mexico City and establish trade offices in
Guanajuato and Chihuahua.
14. Appropriates $275,000, including
$100,000 in onetime funding, in FY 2020 from the state GF to the Arizona
Commerce Authority (ACA) to establish and operate a new trade office in Israel.
15. Appropriates $750,000 in FY 2020 from
the Transition Program Fund to the Arizona Criminal Justice Commission to
distribute to the Yavapai County Sheriff to administer felony pretrial intervention
programs, probation surveillance and case management.
16. Removes the $765,000 appropriation in FY
2020 to the Arizona Department of Education (ADE) for the Arizona Community
Schools Pilot Program.
17. Appropriates $1,000,000 of onetime
funding in FY 2020 from the state GF to ADE for gifted education.
18. Appropriates $200,000, of onetime
funding, in FY 2020 from the state GF to the Arizona Department of
Environmental Quality to distribute to Maricopa County for a Dust Suppression
Pilot Program in Sun Lakes, Arizona.
19. Appropriates $250,000 in FY 2020 from
the state GF to the Department of Health Services to contract with a nonprofit
mental health services provider to conduct workshops for vulnerable parents,
grandparents and caregivers of at-risk youth and outlines requirements for the
workshops.
20. Appropriates $1,000,000 of onetime
funding in FY 2020 from the state GF to DES to be deposited in the Family
Caregiver Grant Program Fund and exempts the appropriation from lapsing.
21. Appropriates $1,500,000 in FY 2020 from
the state GF to the Department of Public Safety to be deposited in the Public
Safety Interoperability Fund.
22. Modifies requirements relating to the
distribution of the $20,000,000 for constructing and rehabilitating wells and
infrastructure to certain irrigation districts outlined in statute.
23. Outlines the terms of the agreement for
qualified irrigation districts to repay the monies used to construct wells by
December 31, 2021.
24. Appropriates $392,800 and five fulltime
equivalents (FTEs) in FY 2021 from the state GF to the State Board for Charter
Schools for charter school accountability.
25. Transfers $15,492,300 from the Arizona
Highway Patrol Fund in FY 2020 to the state GF and allows payments to be made
in monthly installments.
26. Increases, by $526,800, the transfer
from Arizona Highway Patrol Fund relating to the vehicle license tax.
27. Decreases the statewide adjustment for
state building rent increases by $400,000.
28. Makes changes to the revenue and
expenditure forecasts estimates for FY 2020, FY 2021 and FY 2022.
29. Allows political subdivisions to make
voluntary payments to hospitals that operate a graduate medical program and
requires AHCCCS to prioritize distribution of monies in areas that have a
health professional shortage.
30. Requires the AG, within 10 days of receiving
a complaint of a violation of using school resources to influences an election,
to submit a copy of the complaint to the Governor, the President of the Senate
and the Speaker of the House.
31. States it is the Legislature's intent
that the $8,000,000 appropriated to University of Arizona's Phoenix medical
campus be used to expand the medical program and provide tuition waivers.
32. Allows the Department of Veterans'
Services (DVS) to use up to $75,700 to hire a program specialist to liaise
between DVS and the selected nonprofit organization.
33. Appropriates $2,500,000 from the State
Web Portal Fund in FY 2020 to the ACA to distribute to applied research centers
and institutes that specialize in blockchain, wearable technology or automated
mobility.
34. Requires the ACA to distribute monies to
any applied research center in increments of up to $250,000 within 30 days
after the research center notifies the ACA in writing it has received at least
$250,000 of matching monies.
35. Requires an approved research center or
institute to work with universities, nonprofit business associations, health
science research centers, institutes or other technology businesses.
36. Requires the approved research center or
institute to return all unexpended and unencumbered monies on September 1, 2022,
to the ACA to be deposited into the State Web Portal Fund.
37. Requires the ACA, by July 1, 2020, and
July 1, 2021, to notify the Legislature if no monies have been distributed to
an approved research center.
38. Requires the approved research center or
institute to annually submit an expenditure report to ACA and requires the ACA
to transmit the report to JLBC and the Governor's Office on Strategic Planning
and Budgeting by February 1.
39. Exempts, for the purpose of this act,
the ACA from the procurement code and exempts the appropriation from lapsing.
40. Adds 10 FTEs to the AG's Office.
41. Requires, before the Arizona Department
of Corrections spends monies for the replacement of the Adult Inmate Management
System, the Arizona Strategic Enterprise Technology Office must submit an
expenditure plan for JLBC review.
42. Requires, before the Department of Child
Safety spends monies to replace the Child Support Information Technology System,
the Arizona Strategic Enterprise Technology Office must submit an expenditure
plan to include the project cost and timeline.
43. Increases the appropriation for the
School Safety Program by $5,000,000.
44. Increases the appropriation to the
Taylor Fire Training Center from $750,000 to $1,000,000.
45. Increases the appropriation to DHS for
the State Loan Repayment Program from $1,000,000 to $1,750,000.
46. Increases the appropriation to the

Sec. 124. Appropriation; consumer protection-consumer fraud revolving fund;
first responder personnel mental health
The sum of
$400,000 is appropriated from the consumer protection‑consumer
fraud revolving fund established by section 44-1531.01, Arizona Revised
Statutes, in fiscal year 2019-2020 to the attorney general for distribution to
organizations that provide resources and training, including mental health training,
for first responders and first responder professionals who are experiencing the
effects of stress from traumatic incidents suffered in the line of duty.
Sec. 125. Attorney general; appropriation; multidisciplinary young persons
program; fiscal year 2019-2020
In addition
to any other appropriations made in state fiscal year 2019-2020, the sum of
$250,000 is appropriated from the consumer protection-consumer fraud revolving
fund established by section 44-1531.01, Arizona Revised Statutes, in fiscal year
2019-2020 to the attorney general for distribution to an organization that uses
a multidisciplinary program to assess, nurture and sustain young people within
their environments. The program must connect each participating child to at
least five adults who teach, model and provide research-based support to the

sum of $2,500,000 is appropriated from the state web portal fund established by
section 18-421, Arizona Revised Statutes, in fiscal year 2019-2020 to the Arizona commerce authority to distribute to applied
research centers and institutes located in this state that specialize in
blockchain or wearable technology or automated mobility, to be allocated as
follows:
1. $1,250,000
for distribution to applied research centers that specialize in blockchain
technology.
2. $750,000
for distribution to applied research centers that specialize in wearable
technology.
3. $500,000
to the institute for automated mobility.
B. Subject
to available funding, the authority shall distribute monies appropriated in
subsection A of this section to any applied research center or institute in
increments of up to $250,000 within thirty days after the applied research
center or institute notifies the authority in writing that the applied research
center or institute has received a matching amount of at least $250,000 from sources
other than this state.
C. An
applied research center or institute that receives a distribution pursuant to
this section must collaborate with universities, nonprofit business
associations, health science research centers, institutes or other technology
businesses that do business in this state. On or before September 15, 2022,
the applied research center or institute shall return to the authority all
monies received by the applied research center or institute pursuant to this
section that remain unexpended and unencumbered on September 1, 2022. The
authority shall deposit the returned monies in the state web portal fund. The
authority shall notify the president of the senate and the speaker of the house
of representatives on or before July 1, 2020 and July 1, 2021 if the authority
has not distributed any monies pursuant to this section.
D. An
applied research center or institute that receives monies pursuant to this
section shall annually submit an expenditure and performance report to the
authority. The authority shall transmit the report to the joint
legislative budget committee and the governor's office of strategic planning
and budgeting on or before February 1 of each year.
E. For
the purposes of this act, the authority is exempt from the procurement code
requirements of title 41, chapter 23, Arizona Revised Statutes.
F. The
appropriation made in subsection A of this section is exempt from the
provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of
appropriations, except that any amounts that remain unexpended and unencumbered
on June 30, 2023 revert to the state web portal fund."

Sec. 147. Appropriation; family caregiver grant program fund; exemption;
fiscal year 2019-2020
A. The
sum of $1,000,000 is appropriated one time from the state general fund in
fiscal year 2019-2020 to the department of economic security for deposit in the
family caregiver grant program fund established by section 46-343, Arizona
Revised Statutes.
B. The
