FLOOR AMENDMENT EXPLANATION

 

1.    Prohibits, until July 1, 2020, the Arizona Supreme Court from conducting an efficacy study or adopting or amending any rules related to defensive driving schools, unless the Administrative Director of the Arizona Supreme Court determines the immediate adoption or amendment of a rule is necessary to remedy an emergency.

2.    Removes the requirement that a school may only offer or list one course at a location at a time.

3.    Requires a scheduled defensive driving school to only admit students who are registered with that school.

4.    Prohibits a certified instructor for a defensive driving school from teaching or facilitating a class for more than one school during the same class instruction time period.

5.    Removes the requirement that the curriculum for each defensive driving course be substantially different if the course is delivered online and the school offers more than one program.

Notwithstanding any other law, the supreme court may not conduct an efficacy study or adopt or amend any rules relating to defensive driving schools that are regulated pursuant to title 28, chapter 8, article 7, Arizona Revised Statutes, until from and after June 30, 2020 unless the administrative director of the supreme court determines an emergency exists that necessitates an immediate adoption or amendment of a rule."
