AN ACT

 

providing for a cost study of arizona online instruction; appropriating monies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Arizona online instruction; cost study; delayed repeal

A.  The auditor general shall conduct and complete a cost study of Arizona online instruction in this state.  The department of education shall cooperate with and provide necessary information to the auditor general.  The cost study shall include all of the following:

1.  The cost of providing Arizona online instruction to students pursuant to section 15‑808, Arizona Revised Statutes, including administration, technology, personnel and curriculum costs.  Any costs that are supported by the federal government shall be considered for the purposes of this cost study.

2.  The percentage of online courses offered that are taught in real time by a human instructor.

3.  The average amount of monies that school districts and charter schools spend on each type of course offered as online instruction.

4.  The average class size of online courses that are offered by Arizona online instruction providers.

5.  The amount of monies that the school finance formula generates for a student who receives Arizona online instruction and the amount of monies that follow the student to the student's school of attendance.

6.  Areas in Arizona online instruction in which this state can reduce or eliminate administrative and reporting requirements.

7.  Any other areas the auditor general deems necessary.

B.  This section is repealed from and after December 31, 2020.

Sec. 2.  Appropriation; auditor general; cost study

The sum of $150,000 is appropriated from the state general fund in fiscal year 2019-2020 to the office of auditor general to carry out the cost study prescribed by this act.
