AN ACT
providing for the establishment of a school funding task force.

Be it enacted by the Legislature of the State of Arizona:
Section 1. School funding task force; powers and duties; report; delayed repeal
A. The superintendent of public instruction shall establish a school funding task force within the department of education. The superintendent of public instruction shall determine the membership of the task force. The task force shall:
1. Review the current school funding formula and examine each of the following to determine whether the current school funding formula could be modernized and improved:
(a) The availability and cost of modern education technology.
(b) School capital.
(c) Transportation.
(d) Online instruction.
(e) Modern student populations and the needs of those students.
(f) The best practices and most efficient methods to provide educational resources.
(g) The cost of educating and providing services to students with special needs, including:
(i) Students with incarcerated or deceased parents.
(ii) Students in foster care and other forms of state custody.
(h) The costs to provide support for the psychological and emotional needs of students.
2. On or before September 15, 2021, submit a report that contains the findings, conclusions and recommendations of the task force to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
B. This section is repealed from and after September 30, 2021.
