AN ACT
amending Title 15, chapter 1, article 1, Arizona Revised Statutes, by adding section 15-119; relating to education funding.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 15-119, to read:
15-119. Joint legislative education funding committee; composition; subcommittees; duties; report; joint committee termination
A. The joint legislative education funding committee is established consisting of the following members:
1. One member from each of the following committees who is a member of the majority party and who is appointed by the speaker of the house of representatives:
(a) The house of representatives ways and means committee, or its successor committee.
(b) The house of representatives education committee, or its successor committee.
(c) The House of representatives appropriations committee, or its successor committee.
2. One member from each of the following committees who is a member of the minority party and who is appointed by the minority leader of the house of representatives:
(a) The house of representatives ways and means committee, or its successor committee.
(b) The house of representatives education committee, or its successor committee.
(c) The House of representatives appropriations committee, or its successor committee.
3. One member from each of the following committees who is a member of the majority party and who is appointed by the president of the senate:
(a) The senate finance committee, or its successor committee.
(b) The senate education committee, or its successor committee.
(c) The senate appropriations committee, or its successor committee.
4. One member from each of the following committees who is a member of the minority party and who is appointed by the minority leader of the senate:
(a) The senate finance committee, or its successor committee.
(b) The senate education committee, or its successor committee.
(c) The senate appropriations committee, or its successor committee.
B. The chairperson and vice chairperson of the joint committee are as follows:
1. For the first year of the joint committee's existence and every other year thereafter:
(a) The house minority leader shall appoint the chairperson.
(b) The speaker of the house of representatives shall appoint the vice chairperson.
2. For the second year of the joint committee's existence and every other year thereafter:
(a) The senate minority leader shall appoint the chairperson.
(b) The president of the senate shall appoint the vice chairperson.
C. The joint committee shall meet as often as the members deem necessary. Any member may suggest items for an upcoming agenda. If five or more members agree to add a specific item to a specific agenda, the chairperson shall add that item to that agenda.
D. The joint committee shall establish one subcommittee consisting of the majority party members and one subcommittee consisting of the minority party members. Each subcommittee shall develop a proposal for education funding and present its proposal to the joint committee. The joint committee shall use both proposals to develop a bipartisan proposal for education funding.
E. The legislature shall provide staff assistance to the joint committee as directed by the president of the senate, the speaker of the house of representatives and the minority leaders of the senate and house of representatives.
F. On or before January 1 of each year, The joint committee shall submit a report of its findings, including the bipartisan proposal and any proposed legislation, to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state.
G. The joint committee established by this section ends on July 1, 2027 pursuant to section 41-3103.
