Description
The bill requires a public school that offers a Junior Reserve Officer Training Corps (JROTC) program to classify it as a Career Technical Education (CTE) course or program and requires the CTE Division of the Arizona Department of Education (ADE) to approve a Career Technical Education District (CTED) JROTC program if it meets statutory requirements for either a CTE course or a CTED program. In addition, the bill appropriates $500,000 from the state General Fund to ADE in FY 2020 for distribution on a prorated per pupil basis to CTEDs and other school districts that offer CTE-approved JROTC programs
Estimated Impact
HB 2064 would increase state General Fund costs by $500,000 on a one-time basis in FY 2020 to fund pro-rated per pupil distributions to JROTC programs required by the bill. It also would increase state General Fund costs for Basic State Aid (BSA) by an unknown amount on an ongoing basis. That amount would depend on the number of pupils currently enrolled in JROTC courses or programs that are not classified as CTE courses or programs, which is not known because those programs do not require ADE approval.
If the bill increased by 10% the number of students enrolled in JROTC programs classified as CTE courses it would increase BSA costs by an estimated $400,000 annually starting in FY 2020.
ADE does not have a fiscal impact estimate for the bill but indicates that it would increase the number of statewide Average Daily Membership (ADM) pupils qualifying for BSA funding annually.
Analysis
ADE's CTE Division approves or disapproves CTE programs and courses under criteria prescribed in A.R.S. 15-391. Under current law, it has approved JROTC programs offered in 34 high schools in 17 school districts statewide. Those schools collectively enrolled 2,909 students in JROTC programs as of the 40th day of the 2018-2019 school year (see Table 1). Each of those students typically adds 0.25 ADM to the statewide ADM count by attending their JROTC program through a CTED satellite site on a quarter-time basis. They therefore collectively account for an estimated $4 million of BSA costs in FY 2019 (2,909 headcount X 0.25 = 727 ADM X $5,550 average estimated BSA cost per ADM for FY 2019 ≈ $4 million).
Current law does not require school districts or charter schools to classify their JROTC courses and programs as CTE courses or program, which would require them to have CTE-certified instructors. The bill, however, requires a school district, charter school or CTED that offers a JROTC course or program to classify it as a CTE course or program, which would require its JROTC instructors to be CTE-certified.
ADE does not know how many JROTC courses or programs currently exist that are not classified as CTE courses or programs, since those courses or programs do not require ADE approval. If they all became classified as CTE courses or programs under the bill (rather than being discontinued) and currently enroll 10% as many students as current CTE-approved JROTC programs (as a sample scenario), this aspect of the bill would increase BSA costs by an estimated $400,000 annually starting in FY 2020 ($4 million estimated costs for students currently enrolled in CTE-approved JROTC programs X 10% = $400,000).
