The bill would require a public entity that constructs a new restroom or substantially renovates a current restroom in a public building to install a diaper changing station that can accommodate a baby and an adult. The bill defines a substantial renovation as a project that is greater than $10,000.
Estimated Impact
The bill would cost the state approximately $400,000 to $1.5 million annually to install a diaper changing station in 35 to 40 restrooms each year. The universities have not yet provided a cost estimate, but the JLBC Staff estimates the cost may be similar to the state cost based on their building system's size.
The Arizona Department of Administration (ADOA) estimates that it would cost $328,000 annually to install diaper changing stations on the Capitol Mall. The $1.5 million estimate reflects a statewide cost extrapolated from ADOA's estimate.
ADOA reports that there are approximately 300 restrooms in ADOA owned and maintained buildings on the Capitol Mall. The Capitol Mall accounts for approximately 21% of the state's building system inventory, excluding the universities. Statewide, there are approximately 1,400 restrooms. ADOA estimates that there are approximately 8 restroom projects on the Capitol Mall over $10,000 annually, which would extrapolate to 35-40 projects statewide.
ADOA estimates that the average cost to install an adult diaper changing station is $41,000, based on an estimated cost of $328,000 for 8 projects on the Capitol Mall. The JLBC Staff estimates the cost per fixture including installation is between $3,600 and $10,000, depending on the changing station model. The remaining amount would be for restroom expansion and a contingency. ADOA reports that most restrooms are not large enough to accommodate an adult changing table and therefore would need to be expanded. In addition, construction projects often include a contingency for unforeseen conditions such as mold, asbestos, plumbing, and electric issues. Depending on the work required to remodel a restroom, the total cost to install diaper changing stations in ADOA buildings statewide is approximately $400,000 to $1.5 million annually.
The FY 2019 budget included $11.0 million from the Capital Outlay Stabilization Fund (COSF) for building renewal projects at ADOA. COSF receives revenue from rent charged to agencies on the Capitol Mall and is primarily used for building renewal projects on the Capitol Mall. State agencies outside the Capitol Mall and the universities typically pay for building renewal with operating funds or capital outlay appropriations. Expenditures from COSF to install diaper changing stations could reduce ADOA's ability to fund other projects.

The cost to install diaper changing stations in public buildings will vary significantly by jurisdiction. For example, small counties reported an average of 1 qualifying project every 3 years while larger counties reported up to 10 projects in a year.
