A MEMORIAL

 

urging the united states environmental protection agency to amend the code of federal regulations to require annual field certification training for epa method 9.

To the Administrator of the United States Environmental Protection Agency:

Your memorialist respectfully represents:

Whereas, Environmental Protection Agency (EPA) Method 9 Visible Emission Observation certification training, commonly known in the industry as "Smoke School," is the process of being trained and certified to observe the opacity of visible emissions; and

Whereas, one component of Smoke School is field certification, which trains and tests a person's ability to read the opacity of visible emissions; and

Whereas, those wishing to remain certified in EPA Method 9 must pass the field certification test every six months; and

Whereas, rural businesses, such as those in northern Arizona, do not operate during the winter months of the year, so that is the best time for EPA Method 9 field certification training to be conducted.

Wherefore your memorialist, the House of Representatives of the State of Arizona, prays:

1.  That the Administrator of the United States Environmental Protection Agency implement steps to amend the Code of Federal Regulations to require annual field training, during the winter months, for EPA Method 9 certification.

2.  That the Secretary of State of the State of Arizona transmit copies of this Memorial to the Administrator of the United States Environmental Protection Agency.
