Overview

History

A.R.S. § 15-241.01 allows ADE to recommend to the SBE for a public hearing to determine if a school district should be subject to an AOP and reasons for that recommendation. Statute requires the SBE to consider factors when making this determination such as the likelihood that continued school-based interventions will be successful and whether those schools assigned a D or F letter grade have demonstrated reasonable academic growth.

Additionally, statute mandates that ADE recommend to the SBE at least three governmental, nonprofit, or private organizations or persons to manage the school district's affairs. If the SBE approves the implementation of the AOP, it must appoint a person/organization from the list provided by ADE (A.R.S. § 15-251.01(C)). This person/organization will review and investigate the school district's educational affairs and submit to the SBE a report that includes an AOP detailing how the school district will raise the level of academic achievement and a proposed timeline for doing so (A.R.S. § 15-251.01(D)). The SBE must periodically review the status of a school district that is operating under an AOP pursuant to determine whether the operations of the school district should be returned to the school district governing board (A.R.S. § 15-251.01(E)).

For the 2017-2018 school year, there were 79 school districts with at least one school that had a D or F letter grade.

Provisions

1.       Requires the SBE to develop and implement an AOP to include the appointment of a turnaround specialist. (Sec. 1)

2.       Reduces the number of schools eligible for recommendation of a public hearing for the AOP to at least one school that is assigned a letter grade of D or F in a school district. (Sec. 1)

3.       Requires the ADE to submit a recommendation to the SBE for a public hearing to determine whether the school district should be subject to an AOP with an appointment of a turnaround specialist. (Sec. 1)
