Allows ninth grade students to be included in the career and technical education district's (CTED) student count if the Arizona Department of Education (ADE) determines workforce need in certain workforce areas.
History
CTEDs are districts that allow for the instruction of career and technical education (CTE) courses, which are approved through the career and technical education division of ADE. Each course offered in a CTED must be taught by an instructor who is certified to teach CTE or by a postsecondary institution and is a part of a program that requires a 60% passing score on an assessment to demonstrate the levels of skills, knowledge, and competencies necessary to be successful in the industry for that program of study (A.R. S. § 15-391).
Currently, a student enrolled in a kindergarten program or in grades one through nine who is enrolled in a CTE course is not included in the CTED's student count or average daily membership (ADM) and is not funded by the CTED. Students who are in eighth or ninth grade and enrolled in a CTE course may receive funding from monies generated by the five-cent qualifying property tax rate (A.R.S. § 15-393).
Provisions
1. Allows a student in ninth grade who is enrolled in a CTED to be included in the CTED's student count or ADM if ADE determines there is a workforce need in the areas of agriscience, automotive technologies, construction technologies, manufacturing, or engineering. (Sec. 1)
2. Appropriates $4.4 million from the state General Fund to ADE in FY 2020 for state aid to CTEDs. (Sec. 2)
3. Makes technical and conforming changes. (Sec. 1)
