Summary of the Strike-Everything Amendment to HB 2064
Overview
Adds ninth grade students to the career and technical education district's (CTED) average daily membership (ADM).
History
CTEDs are districts that allow for the instruction of career and technical education (CTE) courses, which are approved through the career and technical education division of ADE. Each course offered in a CTED must be taught by an instructor who is certified to teach CTE or by a postsecondary institution and is a part of a program that requires a 60% passing score on an assessment to demonstrate the levels of skills, knowledge, and competencies necessary to be successful in the industry for that program of study (A.R. S. § 15-391).
Currently, a student enrolled in a kindergarten program or in grades one through nine who is enrolled in a CTE course is not included in the CTED's student count or ADM and is not funded by the CTED. Students who are in eighth or ninth grade and enrolled in a CTE course may receive funding from monies generated by the five-cent qualifying property tax rate (A.R.S. § 15-393).
Provisions
1. Clarifies that a student in a kindergarten program or in grades one through eight shall not be included in a CTED's student count or ADM. (Sec. 1)
2. Stipulates that students in grade 9 and the school year immediately following graduation be included in a CTED's student count or ADM. (Sec. 1)
3. Limits funding for a CTED student to no more than four years. (Sec. 1)
4. Specifies that students in grades nine through twelve or a pupil in the school year immediately following graduation who is enrolled at a course at a CTED's centralized campus shall be 0.75 ADM. (Sec. 1)
5. Requires a school district and a CTED to determine the apportionment of the ADM for each student who is enrolled in both school district and CTED courses, but specifies that the student cannot exceed 1.0 ADM for either district. (Sec. 1)
6. Prescribes that funding for a pupil in grade 9 will not be provided until that pupil reaches grade ten, at which point, funding will be provided for that pupil for grade nine and for any subsequent years in which the pupil is eligible for funding. (Sec. 1)
