Overview

History

Each school district and charter school must submit a K-3 reading program plan for improving the reading proficiency of its pupils in kindergarten and grades one, two and three to ADE on or before October 1. This plan includes baseline data on the reading proficiency of its pupils in kindergarten programs and grades one, two and three (A.R.S. § 15-211).

The early literacy program fund provides support to improve reading skills, literacy, and proficiency for pupils in kindergarten and grades one, two and three in addition to monies received for the K-3 reading program. ADE awards monies from this fund to eligible schools based on available monies on a per pupil basis. Monies schools receive can be used to pay for expenses that increase reading proficiency such as literacy coaches, reading curricula and tutoring programs. Statute requires ADE to include a report on the early literacy program in the K-3 reading program plan (A.R.S. §15-249.09).

Provisions

1.       Directs ADE to conduct an annual statewide kindergarten survey on or before January 1, 2020 and each year after based on information that school districts and charter schools submit as part of the K-3 reading program, including:

a.       The number of ours per day of kindergarten instruction is provided at each school;

b.       How full-day kindergarten instruction is funded at each school;

c.        The reading proficiency of pupils in kindergarten programs and in grades one, two and three at each school; and

d.       The reading program used at each school. (Sec. 1)

2.       Requires a summary of results of the survey and data collection to be included in the early literacy program report. (Sec. 1)

3.       Repeals this survey requirement from and after December 31, 2023. (Sec. 2)
