Gives a sanitary district's board of directors (Board) 30 days to reject all bids for a proposed improvement.
History
A sanitary district (District) is formed for the processing and disposal of sewage and garbage and is managed by a board of directors (A.R.S. §48-2001). The board is made up of no less than three members who are voters residing in the district's boundaries and are elected by the voters in the district (A.R.S. § 48-2010).The board may propose improvements to the district and must publish the plans for the improvements to allow property owners in the district opportunity to protest the plans (A.R.S. 48-2047). If the proposed improvements are passed, a notice is published inviting contractors to submit bids and potentially be awarded a contract to complete the improvements (A.R.S. §48-2049). The Board, within 10 days following the bidding period, may elect to reject all bids with a two-thirds vote and complete the improvements with itself as the contractor (A.R.S. 48-2053).
