Requires a state agency that collects personal information to establish a citizen portal.
History
Pursuant to A.R.S. § 18-102, the Arizona Department of Administration (ADOA) is responsible for certain government information functions, which include developing, implementing, and maintaining a coordinated statewide plan for information technology. Information technology means all computerized and auxiliary automated information processing, telecommunications and related technology, including hardware, software, vendor support and related services, equipment and projects.
ADOA is tasked with establishing an internet web portal that provides a list of all local governments with jurisdiction over any address entered by a user. Each listing must be linked to an agency website that is maintained by each local government and contain specified information (A.R.S. § 18-302).
A state agency website must contain a privacy policy statement to disclose the information gathering and dissemination practices related to the internet. The statement must describe the agency's information practices with regards to: 1) what services the site provides; 2) the information the agency obtains from the individuals online; 3) a person's option to choose to proceed with the transaction and any alternative available; 4) how the agency uses the information; 5) whether and under what circumstances the agency discloses the obtained information to other entities; 6) whether other entities are collecting information through the agency website; and 7) a general description of the security measures in place to protect a person's information without compromising the integrity of the security measures (A.R.S. § 18-202).

Citizen Portal (Sec. 1)
1. Directs each state agency that collects personal information from any person to establish a citizen portal.
2. Requires the citizen portal to be a secure online website that allows a person to access the person's personal information to correct any errors.
