for the Elections Procedures Manual (Manual).
History
The Secretary of State is required to consult with each county board of supervisors or other officer in charge of elections to prescribe to rules and achieve and maintain the maximum degree of correctness, impartiality, uniformity and efficiency on the procedures for voting and the production, distribution, collection, tabulation and storage of ballots. The rules prescribed in an official Manual must be submitted to the Governor and Attorney General no later than 90 days before each election and must be issued no later than 30 days before each election (A.R.S. § 16-452).
Provisions
1. Stipulates that the rules prescribed in the official Manual must be issued not later than December 31 of each odd-numbered year immediately preceding the general election. (Sec. 1)
2. Requires the Secretary of State to submit the Manual to the Governor and Attorney General not later than October 1 of the year before each general election. (Sec. 1)
