Repeals the authorization for the transfer of
Arizona Highway User Revenue Fund (HURF) monies to the Arizona Department of
Public Safety (DPS) for funding a portion of highway patrol costs.
History
A.R.S. § 28-6501 requires that monies collected from the motor fuel tax, the use fuel tax, the vehicle license tax, vehicle registration fees, motor carrier fees, and other miscellaneous fees be deposited in HURF. The Arizona Department of Transportation (ADOT) is required to allocate and transfer $1 million of HURF monies to the Economic Strength Fund each fiscal year (A.R.S. § 28-6534). Additionally, ADOT is required to allocate and transfer monies in HURF to DPS for funding a portion of highway patrol costs each fiscal year. The allocation to DPS must be in eight monthly installments for first eight months of a fiscal year that does not exceed $10 million (A.R.S. § 28-6537).
After initial distributions, ADOT is required to allocate, and the State Treasurer is required to distribute remaining monies in HURF as follows: 1) 50.5% to the State Highway Fund; 2) 9% to counties; 3) 27.5% to incorporated cities and towns; and 4) 3% to incorporated cities with a population of 300,000 or more persons (A.R.S. § 28-6538).
