HB 2487: state veterans' homes

PRIME SPONSOR: Representative Lawrence, LD 23

BILL STATUS: Caucus & COW

                                MVA: DP 6-0-0-1

Overview

Allows ADVS to acquire, construct and operate veterans home facilities in Arizona rather than only a single facility in southern Arizona.

History

Laws 1999, Chapter 164, § 11 established ADVS with a governor-appointed director. The duties of ADVS include but are not limited to: 1.) assisting veterans and their families and dependents in presenting, providing and establishing claims, privileges, rights and benefits they may have under federal, state or local law; 2.) informing veterans and their families and dependents and military and civilian authorities about federal, state and local laws enacted to benefit veterans and their families and dependents and members of the Armed Forces; and 3.) cooperating with all government and private agencies receiving services for or benefits to veterans and their families and dependents. ADVS may also acquire property for the construction and operation of a veterans' home facility in southern Arizona. (A.R.S § 41-603).

ADVS currently operates two veterans' home facilities in Arizona, where the Phoenix facility has 200 beds and the Tucson facility has 120 beds. In FY 2015 and FY 2017, funds were appropriated from the general fund for Arizona's share of the construction of a veterans' home facility in both Yuma and Flagstaff respectively. The funds appropriated represent 35% of the estimated cost of each home with the federal government to pay the other 65%. Construction for both facilities is set to begin in the spring/summer of 2019 (ADVS Baseline FY 2019).
