Creates a full-time position within the Governor's Office of Equal Opportunity of an Americans with Disabilities Coordinator (Coordinator).
History
The Governor's Office of Equal Opportunity has the responsibility of preparing, administering and revising the State Equal Opportunity Guidelines for equal employment opportunity. Additionally, this office is dedicated to improving and enriching the quality of life for all Arizona citizens by providing equal economic and employment opportunities for everyone (www.azgovernor.gov).
The American with Disabilities Act (ADA) is a civil rights law that was put in place in 1990 to prohibit discrimination against individuals with disabilities in all areas of public life, including schools, transportation, jobs and all public and private places that are open to the general public. The ADA is divided into five titles that relate to different areas of public life: employment, state and local government, public accommodations, telecommunications and miscellaneous provisions (www.adata.org).
Provisions
1. Requires the Governor's Office of Equal Opportunity to hire a full-time statewide Coordinator. (Sec. 1)
2. Stipulates that the Coordinator must implement an annual plan to carry out the requirements of the ADA in this state. (Sec. 1)
3. Prescribes that the plan must:
a. Be community-based.
b. Promote, throughout this state, the coordination of disabilities activities.
c. Include a component that provides educational opportunities for small businesses.
d. Encourage coordination between the disability community and the small business community to better enhance compliance with the ADA in private and public settings.
e. Include specific enforcement of disability accessibility goals and a method for measuring the progress toward these goals. (Sec. 1)
4. Appropriates $100,000 and 1 full-time employee position from the General Fund to the Office of the Governor in fiscal year 2020. (Sec. 2)
5. Specifies that the appropriation is to be used for personal services and employee-related expenditures for a Coordinator. (Sec. 2)
