Appropriates $2 million from the state GF in FY 2020 to the Governor's Office on Tribal Relations (GOTR) for distribution to Diné College Board of Regents (DCBOR) for remedial education of students.
History
The GOTR assists state agencies in implementing tribal consultation and outreach activities. The GOTR must seek approval from Tribal Nations before undertaking any action or policy that will, or is reasonably believed to, have the potential to affect a tribal community or its members. (A.R.S. § 41-2051)
Diné College was established in 1968 by the Navajo Nation and currently serves predominantly Navajo students. Diné College is directed by an eight-member DCBOR who are appointed by the Navajo Nation President.
The term remedial education is defined by the Federal Remedial Education Act as education (such as courses of training) offered at an institution of higher education that: 1) is below the postsecondary level; 2) is determined by the institution to be necessary to help students be prepared for pursuit of a first undergraduate baccalaureate degree or certificate or, in the case of courses in English language instruction, to be necessary to enable the student to utilize already existing knowledge, training or skills; and 3) includes developmental education that meets these requirements.
Provisions
1. Appropriates $2 million from the state GF in FY 2020 to the GOTR for distribution to the DCBOR for remedial education of students who:
a. Graduated from a public high school located in this state; and
b. Are enrolled in classes conducted at a Diné College campus in this state. (Sec. 1)
2. Before distribution of the appropriation, the GOTR must enter into an agreement with DCBOR that requires the Board to report and analyze the course completion rate for students who receive the remedial education during the 2019-2020 academic year. (Sec. 1)
3. The DCBOR must submit a report on or before October 15, 2020 to the Governor, the Speaker of the House, the President of the Senate and the Secretary of the State. (Sec. 1)
