Establishes the humanitarian services special plate and fund.
History
The Arizona Department of Transportation (ADOT) is required to issue or renew special license plates in lieu of regular license plates under specified conditions and procedures. (A.R.S. § 28-2403) A $25 fee is required for each original and each annual renewal of special plates, with some exceptions. (A.R.S. § 28-2402) Special license plates currently being offered include Arizona State University, Purple Heart, Child Abuse Prevention, Historic Plate. ADOT currently offers over 60 special license plates.
Provisions
1. Directs ADOT to issue a humanitarian services special plate, if by December 31, 2019 a person pays $32,000 for implementation. (Sec. 3)
2. Requires the person that paid the $32,000 to design the plate, subject to ADOT approval. (Sec. 3)
4. Establishes the humanitarian services special plate fund which, administered by the Director of ADOT. (Sec. 3)
5. Stipulates that, of the $25 fee required to obtain and renew a special plate, $8 is an administrative fee and $17 is an annual donation. (Sec. 3)
6. Directs ADOT to deposit the $8 administration fee into the state highway fund and the $17 annual donation into the humanitarian services special plate fund. (Sec. 3)
7. Requires the first $32,000 in the humanitarian services special plate fund to be reimbursed to the person who paid the implementation fee. (Sec. 3)
8. Requires no more than 10% of the monies deposited annually in the humanitarian services special plate fund to be used for administering the fund. (Sec. 3)
9. States that monies in the humanitarian services special plate fund are continuously appropriated. (Sec. 3)
10. Requires the Director of ADOT to annually allocate monies from the humanitarian services special plate fund to a charitable organization that:
a. Was founded in 1917 by a resident of Arizona;
b. Has almost 1.5 million members worldwide;
c. Is the largest nongovernmental entity in the world;
d. Is the only nongovernmental entity with a presence at the United Nations;
e. Has a mission to learn, discover, act and celebrate; and
f. Focuses on vison, youth, disaster relief, humanitarian aid, diabetes, hunger, the environment and childhood cancer. (Sec. 3)
11. Requires that the monies distributed be used for the following:
a. Summer camp programs for special needs children and adults;
b. Vision and hearing services;
c. Maintaining and operating the charitable organization's memorial and visitor center;
d. Community service projects; and
e. Senior care facilities. (Sec. 3)
12. Directs the State Treasurer, upon notice of the Director of ADOT, to invest and divest monies in the humanitarian services special plate fund.
a. Requires monies earned from investments to be credited to the fund. (Sec. 3)
