Overview

History

Pursuant to A.R.S. § 15-393, Subsection A, a CTED is controlled by the CTED governing board, which consists of five board members who oversee the quality and content of career and technical education (CTE) courses, quality of teachers, salaries of teachers, and reimbursements of other entities for the facilities used by the district.

The CTED governing board can enter into an agreement with a community college district to provide administrative, operational, and educational services and facilities. Any agreements made between a CTED governing board and a charter school, a community college district, or another CTED so long as the agreement is in the form of an intergovernmental agreement or another written contract (A.R.S. § 15-393, Subsections K and L).

This agreement must specify the 1) responsibilities of each party; 2) amount a CTED will contribute to a course; 3) amount of support given required by a school district or community college; and 4) services provided by a CTED, school district, charter school, or community college, which is  calculated in the service delivery cost (A.R.S. § 15-393, Subsection L).

Provisions

1.       Allows a nonprofit organization or a licensed private postsecondary institution that is devoted to a vocational training and education to enter into an agreement with a CTED governing board to provide administrative, operational, and educational services and facilities (Sec. 1).

2.       Requires any agreement made between a CTED governing board and a nonprofit organization or private postsecondary institution to be in the form of an intergovernmental agreement or another written contract (Sec. 1).

3.       Mandates the intergovernmental agreement or written contract between the CTED governing board and a nonprofit organization or private postsecondary institution to include the following:

a.       The responsibilities for each nonprofit organization and private postsecondary institution;

b.       The contribution to a course and support a CTED governing board gives, required by each nonprofit organization or private postsecondary institution; and

c.        The services provided by each nonprofit organization or private postsecondary institution to be calculated in the service delivery cost (Sec. 1).
