Requires the Arizona Department of Agriculture (ADA) to adopt the initial rules for the regulation of industrial hemp by May 31, 2019.
History
Statute defines industrial hemp as the plant cannabis sativa L. and any part of such a plant, whether growing or not, with a delta-9 tetrahydrocannabinol, or THC, concentration of not more than three-tenths percent on a dry-weight basis (A.R.S. § 3-311).
Laws 2018, Chapter 287 declared hemp as an agricultural product subject to regulation by the ADA. It also created the Industrial Hemp Program (Program), effective August 3, 2019, that includes agricultural pilot programs for propagation, processing, manufacturing, distribution and market research related to industrial hemp (A.R.S. § 3-311). The legislation allows the ADA to adopt rules for the Program by August 3, 2019.
