Overview

 Continues the high-quality teacher professional development pilot program (Program) and appropriates monies from the state General Fund for the Program.

History

The Program provides scholarships or grants to qualified applicants so that they can obtain high-quality teacher professional development from a qualifying postsecondary institution that will support certificated teachers in gaining additional credentials and certifications to teach in high-need content areas, such as math, science, technology, engineering, or career and technical education content. Scholarships and grants issued may not exceed $2,000 per qualified applicant. Any qualified applicant who receives a scholarship or grant from the Program must agree to teach in an Arizona public school for at least 3 additional years after completing their coursework or program at a qualifying postsecondary institution. This legislation also appropriated $300,000 from the state General Fund to ADE in FY 2018 to provide scholarships and/or grants to qualified applicants to complete high-qualify teacher professional development as part of the Program.

ADE reported that it received 307 applications for the Program between August 9, 2017 and October 25, 2018 and approved 150 scholarship applicants (see table below for the number of scholarships approved by high-need content area).

Provisions

1.       Extends the termination date for the Program to July 1, 2023 and the repeal date for the Program's statutes to July 1, 2025 (Sec. 1)

2.       Appropriates $200,000 from the state General Fund annually to ADE in FY 2020, 2021, and 2022 to provide scholarships and/or grants to qualified applicants to complete high-quality teacher professional development at a qualifying postsecondary institution as part of the Program. (Sec. 2)

3.       Allows the ADE to retain up to 3% of monies appropriated to the Program to offset administrative costs. (Sec. 1)

4.       Makes a technical change. (Sec. 1)

Amendments

Committee on Education

1.       Increases the amount of monies appropriated from the state General Fund annually to ADE in FY 2020, 2021, and 2022 to provide scholarships and/or grants to qualified applicants to complete high-quality teacher professional development at a qualifying postsecondary institution as part of the Program.

2.       Directs ADE use $100,000 each fiscal year to provide scholarships and/or grants to qualified applicants in counties with a population of less than 375,000 persons.
