Replaces the State Board of Education's model framework for teacher and principal evaluation with policies for teacher and principal evaluations established by the school district governing boards.
History
The State Board of Education (SBE) is required to adopt and maintain a model framework for a teacher and principal evaluation instrument that includes quantitative data on student academic progress that accounts for 33-50% of the evaluation outcomes. The framework for teacher and principal evaluations must include four descriptors for performance classifications: highly effective, effective, developing, and ineffective (A.R.S. § 15-203(A)(38)).
Similarly, a school district governing board (governing board) is required to adopt and implement policies for a principal and teacher evaluation. The principal and teacher evaluation framework must meet the same standards outlined in the framework from SBE, including the four performance classifications (A.R.S. §§ 15-341(A)(41) and 15-537).
Provisions
SBE
1. Removes the requirement that SBE adopt and maintain a model framework for a teacher and principal evaluation instrument that includes quantitative data on student academic progress. (Sec. 1)
2. Resolves the following conflicting statutes relating to SBE:
a. Repeals A.R.S. § 15-203 as amended by Laws 2018, Ch. 111 (HB2036) and maintains A.R.S. § 15-203 as amended by Laws 2018, Ch. 315 (HB2534) as the sole statute.
b. Transfers the provision relating to substitute teachers using time spent in the classroom toward the required capstone experience for a teaching certificate from A.R.S. § 15-203 as amended by Laws 2018, Ch. 111 (HB2036) to A.R.S. § 15-203 as amended by Laws 2018, Ch. 315 (HB2534). (Secs. 1 and 2)
Governing Boards
3. Requires a governing board to adopt policies for principal evaluation that:
a. Are designed to improve principal performance and improve student achievement;
b. Include the use of quantitative data on the academic progress for all students, which shall account for 20-33% of evaluation outcomes;
c. Include four performance classifications: highly effective, effective, developing, and ineffective; and
d. Outlines the methods used to evaluate the performance of principals and the formula used to determine evaluation outcomes. (Sec. 3)
4. Requires a governing board or the county superintendent of an accommodation school to establish a teacher performance evaluation system that:
a. Are designed to improve teacher performance and improve student achievement;
b. Includes the use of quantitative data on the academic progress for all students, which must account for 20-33% of the evaluation outcomes; and
c. Include four performance classifications: highly effective, effective, developing, and ineffective. (Sec. 7)
5. Resolves A.R.S. § 15-341 as amended by Laws 2018, Ch. 329 (HB2657) and maintains A.R.S. § 15-341 as amended by Laws 2018, Ch. 292 (HB2088) as the sole statute.
