Creates a State Seal of Arts Proficiency Program (Program) to recognize students who graduate from a participating high school and attained a high level of proficiency in the arts.
History
The Superintendent of Public Instruction (SPI) currently has three State Seal Programs to recognize students who graduate from a participating school district or charter school and attain a high level of proficiency in either biliteracy, civics literacy, or personal finance:
· The State Seal of Biliteracy Program allows a student to earn the seal of proficiency if they meet the requirements of the program, which includes showing a high level of proficiency in one or more languages in addition to the English language. The State Seal of Biliteracy Program ends on July 1, 2026 (A.R.S. § 15-258).
· The State Seal of Civics Literacy Program allows a student to earn the seal of proficiency if they meet the requirements of the program, which includes showing a high level of proficiency in civics. The State Seal of Civics Literacy Program ends on July 1, 2028 (A.R.S. § 15-259).
· The State Seal of Personal Finance Proficiency Program allows a student to earn the seal of proficiency if they meet the requirements of the program, which includes showing a high level of proficiency in personal finance. The State Seal of Personal Finance Proficiency Program ends on July 1, 2028 (A.R.S. § 15-260).
The SPI must create a seal for each of the three State Seal Programs and must attach the appropriate seal to each eligible graduating student's diploma. Likewise, each achieving student will also have the appropriate program they achieved noted on their transcripts. Any school district or charter school can voluntarily participate in any of the three State Seal Programs.
Provisions
1. Requires the SPI to create the Program to recognize students who graduate from a school district or charter school and attained a high level of proficiency in the arts.
2. Requires the SPI to create a seal for the Program and deliver the seal to each participating school district or charter school.
3. Allows any school district or charter school to voluntarily participate in the Program by notifying the SPI of joining the Program.
4. Mandates that each participating school district or charter school governing board to:
a. Identify students who have met the requirements of the program; and
b. Attach the seal on each eligible student's diploma and note the Program on each student's transcripts.
5. Requires the SBE, Arizona Department of Education, and experts in arts education to adopt minimum requirements for the Program and may adopt rules to carry out the Program.
6. Mandates each participating school district or charter school award each eligible graduating student a high school diploma with the seal attached to the diploma to recognize the completion of the Program.
7. Terminates the Program on July 1, 2029.
