Establishes time frames for a fire district (District) to complete a study of merger, consolidation or joint operating alternatives (Study) and for the findings to be submitted to county officials.
History
Current law requires Districts to prepare an annual budget that contains detailed estimated expenditures for each fiscal year and submit it to the county board of supervisors (Board). Based on this budget the Board will levy a secondary property tax within limits prescribed in statute (A.R.S. §48-805.02). Each month a District must produce a financial report. If the report indicates that the district is likely to incur any debt or liability in excess of taxes levied and collected and the money actually available at that time in the district general fund; the District's chairman must report it to the county treasurer and the Board within 10 days of discovery (A.R.S. §48-807).
Provisions
1. Prohibits other entities from using in their name, title or designation the titles for joint power authorities as follows:
a. Fire and medical authority;
b. Fire and emergency medical services authority;
c. Fire and ambulance authority;
d. or Ambulance authority. (Sec. 1)
2. Requires fire districts that have agreed to form a separate legal entity, but are facing adverse financial impact, continue providing monthly financial reports as prescribed in statute. (Sec. 1)
3. Requires a Study to be completed within 60 days of a District's submitted monthly financial report if it is likely to incur any debt or liability in excess of taxes levied and collected. (Sec. 2)
4. Specifies that a special public meeting must be held to present and evaluate the findings of the Study as prescribed in statute. (Sec. 2)
5. Mandates that the findings of the Study be submitted to the county treasurer and the Board within five days after the special public meeting. (Sec. 2)
6. Makes technical and conforming changes. (Sec. 2)
