Expands the definition of equipment in relation to the regulation of games of bingo.
History
The Department of Revenue (DOR) is designated as the "licensing authority" and is responsible for the enforcement, licensing, and supervision of games of bingo. DOR must adopt, amend and repeal rules that govern the holding, operating, conducting and rental or purchase of equipment, provided the games of bingo are held, operated and conducted only by licensees (A.R.S. § 5-402).
DOR defines bingo as a game of chance in which a prize is awarded to a player who obtains a designated pattern or sequence of numbers or symbols on a card that are the same as the pattern or sequence of numbers or symbols selected at random. A player is an individual, 18 years of age or older, who pays the admission fee, to be admitted to the premises and who plays one or more cards (A.A.C. R15-7-201).
Equipment is defined as the receptacle and numbered objects drawn from it, the master board which such objects are placed as drawn, the cards or sheets bearing numbers or other designations to be covered and the objects used to cover them, the board or signs, however operated, used to announce or display the numbers or designations as they are drawn, the public address system, and all other articles essential to the operation, conduct and playing of bingo (A.R.S. § 5-401).
