Allows the Arizona Department of Economic Security (DES) to waive all or part of the work requirement to continue providing child care assistance when a person meets educational and training requirements.
History
DES is the safety net agency for the State of Arizona. As one of the largest agencies in state government, DES serves more than 2 million Arizonans annually through more than 40 programs that address social and economic needs. A.R.S. § 46-803 requires DES to provide child care assistance to eligible families who are: attempting to achieve independence from the cash assistance program; transitioning off cash assistance due to increased earning or child support income in order to accept or maintain employment; and diverted from cash assistance to obtain or maintain employment.
DES may provide child care assistance for approved education and training activities if the eligible parent, legal guardian or caretaker relative is working at least a monthly average of 20 hours per week and this education and training are reasonably related to employment goals. The eligible parent, legal guardian or caretaker relative must demonstrate satisfactory progress in the education or training activity.
Provisions
1. Authorizes DES to waive all or a portion of the work requirement and continue to provide child care assistance to a qualified person who is enrolled full-time in an accredited educational or training program related to the person's employment goals. (Sec. 1)
2. Maintains the current requirement for the person to demonstrate satisfactory progress in the educational or training program.
Amendment
Committee on Health & Human Services
1. Requires DES to review the educational and training program being pursued by the person receiving child care assistance to verify that it is related to employment goals.
2. Requires the person to demonstrate satisfactory progress to DES.
