Allows the
Arizona School for the Deaf and Blind (ASDB) to use the Enterprise Fund monies
towards other costs that are outside of school facility operations.
History
The ASDB was founded in 1912 and currently serves over 2,000 children who are blind, visually impaired, deaf, hard of hearing or deafblind from birth to grade 12. The ASDB operates two schools for the deaf, one school for the blind, a state-wide birth to three Early Childhood and Family Education Programs and five regional cooperatives which provide services to students attending a local school. Including all programs, the ASDB locations employs 220 teachers and serves over 2,000 children/students.
Pursuant to A.R.S. § 15-1321 the ASDB is required to be governed by a board of directors. The board must consist of the Governor, as an ex officio nonvoting member, the Superintendent of Public Instruction or their designee; the Governor must appoint one member from the commission for the deaf and the hard hearing, one member from the Governor's council on blindness and visual impairment and six appointive members. The appointive members of the board also must require an employee of a school district who works with the district's program for sensory impaired pupils and five other appointive members who have experience knowledge in sensory impaired education.
To accommodate expenses for the ASDB, the Enterprise Fund was established in 1993 for operating school facilities (about ASDB). Pursuant to A.R.S. § 15-1323, the Board of the ASDB is required to maintain the Enterprise Fund, which is comprised of retained fees, rentals and other charges received for the use of school facilities and non-school events. Monies in the fund can only be used to pay for costs associated with operating school facilities.
According to the JLBC FY 2020 Baseline Book, $53,000 of monies were expended from the Enterprise Fund, leaving it with a year-end balance of $535,400 for FY 2018 (JLBC Baseline Book).
