History

The Department of Economic Security's (DES) Division of Developmental Disabilities provides services to individuals with cognitive disabilities, cerebral palsy, autism or epilepsy. Clients eligible for federal Medicaid program services are funded through the Long-Term Care Program.

DES may use federal and state appropriated monies to establish and maintain local developmental disability services by public or private nonprofit or profit agencies. A local public or private nonprofit or profit agency providing or intending to provide community developmental disability services and desiring to contract with the department for these services must submit a plan and budget to DES (A.R.S § 36-557).

Provisions

1.       Appropriates $508,600 from the state GF to DES for one-time emergency assistance to Providers in FY 2019 in addition to any other appropriation made during the FY. (Sec. 1)

2.       Appropriates $1,176,100 from the Authority in FY 2019 to DES for one-time emergency assistance to Providers in addition to any other appropriation made during the FY. (Sec. 1)

3.       Requires DES to distribute monies to Providers that experience the highest mandated labor cost increases for services provided in a geographic service area located in northern Arizona. (Sec. 1)

Amendment

Committee on Appropriations

1.       Changes the GF appropriation to $172,924.

2.       Allows DES to spend $1 of the monies appropriated for each $2 that the city of Flagstaff provides for this purpose.

3.       Clarifies that the monies are to be distributed for services provided in the city of Flagstaff.
