Appropriates $350,000 from the state GF in FY 2020 to the Department of Health Services (DHS) to award a grant to procure an online training module.
History
DHS is tasked with administering public health support services such as: consumer health protection programs, epidemiology and disease control programs, laboratory services programs, and health education training programs (A.R.S. § 36-104).
A state governmental unit is required to award any grant in accordance with the competitive grant solicitation requirements and is required to prepare and issue a request for grant applications which include in part: 1) a description of the nature of the grant project, including the work to be performed; 2) an identification of the funding source and total amount of available funds; 3) whether a single award or multiple awards may be made; 4) encouragement of collaboration by entities for community partnerships; and 5) the criteria or factors under which applications will be evaluated for award and the relative importance of each factor (A.R.S. §§ 41-2701 and 41-2702).
Amyotrophic lateral sclerosis (ALS), referred to as Lou Gehrig’s disease, is a progressive disease that attacks the nerve cells that control voluntary movement. The National ALS Registry is a congressionally mandated registry for persons in the U.S. with ALS. It is the only population-based registry in the U.S. that collects information to help scientists learn more about who gets ALS and its causes. No one knows for sure what causes ALS and currently there is no cure.
Provisions
1. Appropriates $350,000 from the state GF in FY 2020 to DHS to award a grant for an online training module as follows:
a. To assist primary care providers and community neurologists in the early diagnosis of ALS; and,
b. To assist patients, caregivers and families in communities with limited medical care access to cope with ALS. (Sec. 1)
2. Allows DHS to award the grant only to an entity that demonstrates national research and clinical experience relating to ALS. (Sec. 1)
3. Exempts the appropriation from lapsing. (Sec. 1)
