Allows an individual to meet cosmetology
schooling requirements by completing a U.S. Department of Labor (DOL)-approved
or a Department of Economic Security (DES)-approved apprenticeship program.
Exempts individuals who meet certain requirements from the barber schooling or
apprenticeship requirements.
History
Cosmetology
An individual may receive a cosmetology license from the Board of Cosmetology (BOC) after completing all of the following: 1) submitting an application; 2) submitting evidence that the applicant is at least 18 years of age or at least 16 years of age and has completed at least two years of high school education or its equivalent; 3) completing all required coursework or schooling; 4) paying the prescribed fees; and 5) passing the examination (A.R.S. § 32-511).
Barbering
An applicant for a barber license is required to: 1) be at least 16 years of age; 2) complete at least two years of high school education or its equivalent; 3) pay the prescribed fees; 4) pass an examination; and 5) be a graduate of a licensed school in Arizona or a school or program in another state that meets Arizona's barber licensing requirements. Laws 2018, Chapter 274 (SB 1399) allowed an individual to meet the schooling requirements by completing a U.S. DOL-approved or a DES-approved apprenticeship program.
An applicant who has a valid license issued by another state and at least one year of experience as a licensed barber is exempt from the exam requirements if the other state: 1) has substantially equivalent licensing requirements to Arizona; and 2) grants similar reciprocal privileges to barbers licensed in Arizona (A.R.S. § 32-322).
Provisions
Cosmetology
1. Entitles an individual to a cosmetology license if the person submits evidence to the BOC that the person has completed a U.S. DOL-approved or a DES-approved apprenticeship program that includes at least 250 hours of infection protection and law review. (Sec. 5)
2. Requires an individual to complete the aforementioned instruction through either:
a. A licensed school or a school or program in another state that has substantially equivalent licensure requirements to Arizona; or
b. A DES-approved apprenticeship program. (Sec. 5)
3. Exempts an individual participating in a DES-approved apprenticeship program while working with a mentor in a licensed establishment from the cosmetology regulatory requirements. (Sec. 4)
4. Requires the BOC to approve a cosmetologist as a mentor based on the cosmetologist's record of compliance with the regulatory requirements. (Sec. 3)
5. Prohibits the BOC from conditioning the approval on payment of an additional fee or completion of an additional requirement. (Sec. 3)
6. Defines mentor as a cosmetologist who is approved by the BOC to train a person in a DES-approved apprenticeship program in a licensed establishment. (Sec. 2)
Barbering (Sec. 1)
7. Exempts an applicant who holds a valid license or authorizing document to practice barbering issued by another country and whose presence in the U.S. is federally authorized from the schooling or apprenticeship requirements if all of the following apply:
a. The Board of Barbering determines that the applicant is proficient in barbering;
b. The applicant completes at least 350 hours of education at a licensed school or program; and
c. The applicant signs a document stating that the applicant understands the regulatory requirements.
8. Modifies the barbering exam exemption as follows:
a. Removes language exempting an applicant who holds a valid barber license from another state that has substantially equivalent requirements and grants similar reciprocal privileges to barbers licensed in Arizona; and instead
b. Requires an applicant to submit both of the following to the Board of Barbering:
i. Proof that the applicant has one year of experience as a barber; and
ii. A signed document stating that the applicant has read and understands Arizona barbering laws.
9. Reduces the required coursework that a licensed cosmetologist or hairstylist must complete to obtain a barber license from 750 hours to 350 hours.
