Overview

Modifies the calculation for the vehicle license tax (VLT) for alternative fuel vehicles.

History

Current law requires a VLT for each year of a vehicle's registration (Ariz. Const. Art. 9, § 11). The VLT decreases with the age of the vehicle to a minimum of $10 per year for a gasoline-powered vehicle (A.R.S. Title 28, Chapter 16, Art. 3).

A vehicle powered by electricity, solar energy, alcohol fuel, certain approved gases or certain fuel blends is classified as an alternative fuel vehicle for purposes of calculating the VLT. For an alternative fuel vehicle, the VLT is $4 for each $100 of the vehicle's value, which is calculated as a percentage of the manufacturer's base retail price of the motor vehicle set by the Director of the Arizona Department of Transportation (Director), decreasing by 15 percent each year (A.R.S. §§ 1-215 and 28-5805).

The VLT for alternative fuel vehicles with less than 10,000 pounds of gross weight purchased after January 1, 2020 is calculated at 30 percent of the manufacturer's base retail price decreasing by 15 percent of the value each year after registration.

Provisions

1.       Values an alternative fuel vehicle registered in this state prior to January 1, 2022 at one percent of the manufacturer's base retail price. (Sec. 1)

2.       Values an alternative fuel vehicle registered in this state between January 1, 2022 and December 31, 2022 at twenty percent of the manufacturer's base retail price. (Sec. 1)

3.       States a VLT on an alternative fuel vehicle that is purchased starting January 1, 2023 shall be valued in the same manner as non-alternative fuel vehicles. (Sec. 1)

4.       Removes gross weight specifications for the calculation of the VLT for alternative fuel vehicles. (Sec. 1)

5.       Contains an effective date of January 1, 2020. (Sec. 2)
