History

Laws 1995, Chapter 132 § 3 established the veteran special plate and veterans plate annual donation fund. The Arizona Department of Transportation (ADOT) currently issues veteran special plates to a person who either submits satisfactory proof to ADOT that they are a veteran or the immediate family of a person who has already been issued the plate. Veteran special plates must contain: 1) a red, white and blue design; 2) an American flag in the center of the plate; and 3) the designation veteran at the bottom of the plate. A $25 fee is required for each original and each annual renewal of special plates, with some exceptions (A.R.S. § 28-2402). Of the $25 fee, an $8 administration fee is deposited into the State Highway Fund while the $17 annual donation is deposited into the veteran's plate annual donation fund. Monies in the veteran's plate annual donation fund are to be deposited into the Veteran's Donation Fund (VDF) (A.R.S § 28-2414).

The VDF consists of monies, gifts and contributions donated and monies from certain veteran and honored military special plates. The Arizona Department of Veterans' Services is required to administer the fund and may use fund monies for the benefit of Arizona veterans as grants (A.R.S § 41-608).

Provisions

1.       Directs ADOT to design five new veteran special plates as follows:

a.       One plate with an Army seal;

b.       One plate with a Navy seal;

c.        One plate with a U.S Marine Corps seal;

d.       One plate with an Air Force seal; and

e.       One plate with a Coast Guard seal. (Sec. 1)

2.       Allows qualified applicants to select which veteran special plate design they receive from ADOT. (Sec. 1)

3.       Contains a delayed effective date of October 1, 2019. (Sec. 2)

4.       Makes technical and conforming changes. (Sec. 1)
