Outlines the requirements for the Arizona Department of Administration (ADOA) to purchase and assign neighborhood electric vehicles.
History
The director of ADOA is required to operate a motor vehicle fleet for all state-owned motor vehicles for the purpose of providing transportation for state officers and employees, except those excluded by statute. The ADOA director is authorized to adopt rules necessary for the administration of the motor vehicle fleet. Each state department and agency is required to pay the cost of motor vehicles services received from the state motor vehicle fleet at the rate determined by the director of ADOA (A.R.S. § 41-803).
A neighborhood electric vehicle is a self-propelled electricity powered motor vehicle to which all of the following apply:
1. The vehicle is emission free;
2. The vehicle has at least four wheels in contact with the ground; and
3. The vehicle complies with the definitions and standards for low-speed vehicles set forth in federal code (A.R.S. § 28-101).
Provisions
1. Requires ADOA to consider purchasing a neighborhood electric vehicle before each new motor vehicle purchase. (Sec. 1)
2. Specifies that when a state department or agency requests a vehicle from the state motor fleet, the state department or agency will be assigned a neighborhood electric vehicle. (Sec. 1)
3. Stipulates that a state department or agency will not receive a neighborhood electric vehicle if the neighborhood electric vehicle will not meet the needs of the state department or agency or if the neighborhood electric vehicle will be doing any of the following:
a. Operating on a street with a posted speed limit that exceeds 35 miles per hour;
b. Carrying a load that exceeds 1500 pounds; or
c. Transporting more than six people. (Sec. 1)
4. Includes the definition of neighborhood electric vehicle. (Sec. 1)
5. Makes technical and conforming changes. (Sec. 1)
